I assume that upgrading any weapon or piece of armor will require money and a higher rank (based on how much it's stats are boosted), am i right about that?
Yes indeed. Upgrades cost money. The higher you rank, the higher your income is. A rank 5 will make considerably more money than a recruit will for doing the same kind of mission.
