Since your character has "exceptional dodging" you might want to have skills like dodge and blade dance

Weapon:
Rifle mode - Shares stats with the Barret M107 rifle.

Melee mode - This staff based weapon does heavy damage, but takes a bit to swing.
Roll 1-4 dices. Need 1, 3 or 6 to hit. Does 10 damage and minor bleeding. Need 10 hits to stack bleeding effect.

Looks like your character is gonna be quite the striker. Bleeding effect will be a good help but not on creatures that don't have fluids to leak.
